1. Get the documents right the first time
Every import needs a commercial invoice, packing list, ocean bill of lading or air waybill, certificate of origin, and the BSC/BESC (Electronic Cargo Tracking Note) — which must be issued BEFORE the vessel sails. Values, weights, and descriptions must match across every document: a 50 kg difference between the invoice and the packing list is enough to trigger a customs value dispute and a week of delay.
2. Classify goods under the correct HS code
Duties in Senegal follow the ECOWAS Common External Tariff (TEC CEDEAO) with bands of 0%, 5%, 10%, 20% and up to 35% depending on category, plus 18% VAT on the CIF value. An incorrect HS classification means either overpaying duties or facing a reassessment with penalties. A licensed declarant validates the tariff position before the declaration is filed.
3. Anticipate the COTECNA inspection
Imports with an FOB value above 3,000,000 FCFA require a COTECNA pre-shipment inspection at origin, which issues the Attestation de Vérification needed for clearance. Booking the inspection late — or shipping without it — is one of the most common and most expensive mistakes, as the file stays blocked until the attestation is regularized.
4. File through GAINDE with a licensed broker
All declarations at the Port of Dakar and Blaise Diagne Airport (DSS) pass through GAINDE, Senegal's electronic customs system, and only licensed customs brokers (déclarants agréés) can file them. A good broker pre-validates the file, anticipates the inspection channel (green/orange/red), and resolves queries with customs directly — the difference between 2 days and 2 weeks.
